EOCs and IMTs

The world of incident management is foggy at best. There are rules, sometimes. There is some valuable training, but it doesn’t necessarily apply to all circumstances or environments. There are national models, a few of them in fact, which makes them models, not standards. Incident management is not as straight forward as some may think. Sure, on Type 4 and 5 incidents the management of the incident is largely taking place from an incident command post. As you add more complexity, however, you add more layers of incident management. Perhaps multiple command posts (a practical truth, regardless of the ‘book answer’), departmental operations centers, emergency operations centers at various levels of government, and an entire alphabet soup of federal operations centers at the regional and national levels with varying (and sometimes overlapping) focus. Add in operational facilities, such as shelters, warehouses, isolation and quarantine facilities, etc. and you have even more complexity. Trying to map out these incident management entities and their relationships is likely more akin to a tangle of yarn than an orderly spiderweb.

Incident Management Teams (IMTs) (of various fashion) are great resources to support the management of incidents, but I often see people confusing the application of an IMT. Most IMTs are adaptable, with well experienced personnel who can pretty much fit into any assignment and make it work. That said, IMTs are (generally) trained in the application of the incident command system (ICS). That is, they are trained in the management of complex, field-level, tactical operations. They (usually) aren’t specifically trained in managing an EOC or other type of operations center. While the principles of ICS can be applied to practically any aspect of incident management, even if ICS isn’t applied in the purest sense, it might not be the system established in a given operations center (in whatever form it may take). While IMTs can work in operations centers, operations centers don’t necessarily need an IMT, and while (formal) IMTs are great resources, they might not be the best solution.  

The issue here certainly isn’t with IMTs, though. Rather it’s with the varying nature of operations centers themselves. IMTs are largely a defined resource. Trying to fit them to your EOC may be a square peg/round hole situation. It’s important to note that there exists no single standard for the organization and management of an EOC. NIMS provides us with some optional models, and in practice much of what I’ve seen often has some similarity to those models, yet have deviations which largely prevent us from labeling what is in practice with any of the NIMS-defined models in the purist sense. The models utilized in EOCs are often practical reflections of the political, bureaucratic, and administrative realities of their host agencies and jurisdictions. They each have internal and external needs that drive how the operations center is organized and implemented. Can these needs be ultimately addressed if a single standard were required? Sure, but when governments, agencies, and organizations have well established systems and organizations, we’ll use finance as an example, it simply doesn’t make sense to reorganize. This is why we are so challenged with establishing a single standard or even adhering to a few models.

The first pathway to success for your operations center is to actually document your organization and processes. It seems simple, yet most EOCs don’t have a documented plan or operating guideline. It’s also not necessarily easy to document how the EOC will work if you haven’t or rarely have activated it at all. This is why we stick to the CPG-101 planning process, engaging a team of people to help determine what will or won’t work, examining each aspect from a different perspective. I also suggest enlisting the help of someone who has a good measure of experience with a variety of EOCs. This may be someone from a neighboring jurisdiction, state emergency management, or a consultant. Either way, start with the existing NIMS models and figure out what will work for you, with modifications as needed. Once you have a plan, you have a standard from which to work.

Once you have that plan, train people in the plan. Figure out who in your agency, organization, or jurisdiction has the knowledge, skills, and abilities to function within key positions. FEMA’s EOC Skillsets can help with this – even if the positions they use don’t totally map to yours, it’s not difficult to line up most of the common functions. Regardless of what model you are using, a foundation of ICS training is usually helpful, but DON’T STOP HERE. ICS training alone, even if your EOC is ICS-based, isn’t enough. I can practically guarantee your EOC uses systems, processes, or implementations unique to your EOC which aren’t part of ICS or the ICS training your personnel received. Plus, well… if you haven’t heard… ICS training sucks. It can be a hard truth for a lot of entities, but to prepare your personnel the best way possible, you will need to develop your own EOC training. And of course to complete the ‘preparedness trifecta’ you should then conduct exercises to validate your plans and support familiarity.

All that said, you may require help for a very large, long, and/or complex incident. This is where government entities and even some in the private sector request incident management support. Typically this incident management support comes from established IMTs or a collection of individuals providing the support you need. The tricky part is that they aren’t familiar with how you are organized or your way of doing things. There are a few ways to hedge against the obstacles this potentially poses. First, you can establish an agreement or contract with people or an organization that know your system. If this isn’t possible, you can at least (if you’ve followed the guidance above) send your plan to those coming to support your needs, allowing them at least a bit of time in transit to study up. Lastly, a deliberate transition, affording some overlap or shadowing time with the outgoing and incoming personnel will help tremendously, affording the incoming personnel to get a hands-on feel for things (I recommend this last one even if the incoming personnel are familiar with your model as it will give an opportunity to become familiar with how you are managing the incident). Of course all of these options will include formal briefings, sharing of documentation, etc.

Remember, though, that there are certain things your agency, organization, or jurisdiction will always own, especially the ultimate responsibility for your mission. Certain internal processes, such as purchasing, are still best handled by your own people. If your operations are technical and industry-specific, such as for a utility, they should still be managed by your own people. That doesn’t mean, however that your people can’t be supported by outside personnel (Ref my concept of an Incident Support Quick Response Team). The bottom line here is that IMTs or any other external incident support personnel are great resources, but don’t set them up for a slow start, or even failure, by not addressing your own preparedness needs for your EOC. In fact any external personnel supporting your EOC should be provided with a packet of information, including your EOC plan and procedures, your emergency operations plan (EOP), maps, a listing of capabilities, demographics, hazards, org charts for critical day-to-day operations, an internal map of the building they will be working in, and anything else that will help orient them to your jurisdiction and organization – and the earlier you can get it to them the better! Don’t forget to get your security personnel on board (building access cards and parking tags) and your IT personnel (access to your network, printers, and certain software platforms). Gather these packets beforehand or, at the very least, assemble a checklist to help your personnel quickly gather and address what’s needed.

A Deeper Review of FEMA’s E/L/G 2300 EOC Intermediate Course

A couple months ago I got my hands on the materials for the ELG 2300 EOC Intermediate course.  Back in early June I gave an initial review of this course, based on information from a webinar and the course’s plan of instruction.   Unfortunately, upon reviewing the actual course materials, my initial concerns have been reinforced.

First, I’ll start off with what I think are the positives of this course. The course doesn’t stray from NIMS, and applies a practical integration of the NIMS management concepts, which we are mostly used to seeing in ICS, into the EOC environment.  This is 100% appropriate and should always be reinforced.  The course also references the EOC National Qualification System skillsets.  It’s great to see the NQS referenced in training as they otherwise receive very little attention, which actually brings about a lot of concern as to their overall adoption.  Two units within the course provide some incredibly valuable information.  Those are Unit 5 (Information and Intelligence Management) and Unit 7 (EOC Transition to Recovery).

On to the down side of things… As mentioned in my review a couple months back, the course objectives simply don’t line up with what this course needs to do – that is, it needs to be teaching people how to work in an EOC.  So much of the content is actually related to planning and other preparedness activities, specifically Units 3, 4, and 8. Unit 3 dives into topics such as position tack books, organizational models, EOC design, staff training and qualifications, exercises and more.  Though, ironically enough, there is little to no emphasis on deliberate PLANNING, which is what all this relates to.  This isn’t stuff to be thinking about during an EOC activation, but rather before an activation.  Unit 4, similarly, gets into triggers for activation, how to deactivate the EOC, and other topics that are planning considerations.  Unit 8 dives more into design, technology, and equipment.  While it’s valuable for people to know what’s available, this is, again, preparedness content.

There is a lot of repetitive content, especially in the first few units, along with some typos, which is really disappointing to see.  There are also some statements and areas of content which I wholeheartedly disagree with.  Here are a few:

  • There is ‘no common EOC structure’.   There are actually a few.  Hint: they are discussed in the NIMS document.  I think what they are getting at with this statement is that there is no fixed EOC structure.
  • ‘EOC leaders determine the structure that best meets their needs’. False. Plans determine the structure to be used.  While that organizational model is flexible in terms of size of staff and specific delegations, the lack of context for this statement seems to indicate that the EOC Manager or Director will determine on the fly if they will use the ICS-based model, the Incident Support Model, or another model.
  • One slide indicates that use of the ICS-based model doesn’t require any additional EOC training beyond ICS for EOC staff. Absolutely false!  In fact, this sets you up for nothing but failure.  Even if the model being applied is based on ICS, the actual implementation in an EOC is considerably different.  I’ve written about this in the past.
  • The Incident Support Model ‘is not organized to manage response/recovery efforts’. Wrong again.  With the integration of operations functions within the Resource Support Section, response and recovery efforts can absolutely be managed from the EOC.

There is another area of content I take particular exception with.  One slide describes ‘incident command teams’, and goes on to describe the Incident Command Post (which is a facility, not a team), and an Incident Management Team, with the formal description of a rostered group of qualified personnel.  Not only is this slide wrong to include an Incident Command Post as a ‘team’, they are fundamentally ignoring the fact that ‘incident command teams’ are comprised every damn day on the fly from among responders deploying to an incident.  These are the exact people I espouse the need to train and support in my discussions on ICS.

My conclusions… First of all, this course does not do as it needs to do, which is training people how to work in an EOC.  While the preparedness information it gives is great, operators (people assigned to work in an EOC) will be taking this course expecting to learn how to do their jobs.  They will not learn that.  I’ve advocated before for most training to be set up similar to HazMat training, utilizing a structure of Awareness, Operations, Technician, Management, and Planning focused courses which are designed to TEACH PEOPLE WHAT THEY NEED TO KNOW based upon their function.  Largely, this course is a great Planning level course, that is it’s ideal for people who will be developing EOC operational plans, standard operating guidelines, position qualification standards, and other preparedness material.  I think that Operations, Technician, and Management level training is going to be left to jurisdictions to develop and implement, as it certainly isn’t found here.

I urge a lot of caution to everyone before you decide to teach this course.  Take a look at the material and decide if it’s really what your audience needs.

Reviewing FEMA’s New ELG 2300 EOC Intermediate Course

A couple weeks ago I wrote about the new EOC training courses released by FEMA.  Last week I acquired some additional information on these through a webinar conducted by the course managers from FEMA’s Emergency Management Institute (EMI).  In this webinar, they covered the updated ELG 191 (ICS EOC Interface), G 402 (NIMS Overview for Officials), IS 2200 (Basic EOC Operations), and ELG 2300 (Intermediate EOC Operations).  Similar to the rollouts for the new ICS courses, they walked us through comparisons for these new/updated courses (where they exist) and gave some information on the course structure and general content areas.  They also provided plans of instruction, which, for those of you who aren’t instructional designers, are documents foundational to the instructional design process, laying out everything from course objectives, target audience, and materials needed, as well as outlining the content areas for each unit within the course.

First, it’s important to note that EMI stressed these courses being part of a new EOC training track, intended as an analog to the foundational ICS courses, with the vision being that, depending on what the assignment of personnel might be, they may be better suited to take one or the other.  Of course there are some staff that would certainly benefit from both.  I think this is a great move by EMI.  For decades we have been using ICS courses supplemented by home grown courses to produce meaningful training.  Depending on the structure and processes of the EOC, we often had to tell people to ignore parts of the ICS training they had because of how differently the EOC operates.  That said, while these new courses build a much better foundation for EOC training, there will still be a need for some locally developed training to address the specifics of your own EOC.  This is incredibly important… don’t be lazy about this.

The course I had greatest interest in during this webinar was the ELG 2300 – EOC Intermediate course.  This course actually replaces the G 775 EOC course, which I wouldn’t say is equivalent to the new course, but in creating these new courses, the old courses are being fully demobilized.  The course runs for three full days in the classroom, covering EOC skillsets, incident planning, situational awareness, resource management, and the ever-awkward transition to recovery.  Pilot offerings of the course have demonstrated it to be a very full three days, with didactic material reinforced by activities.

From reviewing the Plan of Instruction, here are the items I appreciate in this course:

  • They address an EOC as a nexus of activity within the greater context of emergency management, covering topics such as incident management teams, potential roles, multi-agency coordination, preparedness, and maintaining readiness.
  • Developing EOC plans and standard operating procedures
  • A lot of emphasis on situational awareness
  • They accept the challenge of discussing the different possible EOC organizational models within major topic areas
  • The importance of structured recovery operations and the role of the EOC in these

There are two things I see through the lens of the plan of instruction that I’m not a fan of.  First of all, the first few units seem to have reiterative content.  While it may be with a different focus, topics such as the ICS/EOC interface don’t need to be explained over and over again in each unit.

The second item is a big one, and this brings me back a few years to my first critical piece on ICS training.  This issue is that the course objectives simply don’t line up with what the course needs to be.  Each of the terminal learning objectives of the course center on explain or identify, which reflect a low domain of learning in Bloom’s Taxonomy.  Yet the ‘overall course objective’ as stated in the plan of instruction is for students to ‘demonstrate the managerial and operational roles of the modern-day EOC’.  Demonstrate is a higher, application-level domain within the taxonomy, which is absolutely where we should be for a three-day intermediate level course.  The course terminal objectives, however, don’t reflect this higher domain.  Not seeing the actual course material, I’m not able to ascertain if this is a reflection of poor instructional design (not properly aligning the objectives with appropriate course content) or if the content is actually written in accordance with the terminal objectives, thus not meeting the intent of the ‘overall course objective’.

I’m a big proponent of the need for the courses in series to be developmental; with foundational, rote information provided in a basic or awareness level course and a progression to more practical learning occurring at intermediate and advanced levels.  While this course, as I see it, certainly comes a long way to improve our collective preparedness for emergency operations centers, most jurisdictions are not going to commit to sending their staff to three days of training just so they can do a better job of talking about what an EOC is and should do.  They should be coming back with an increased ability to perform.   Given the range of skills and ideal learning outcomes we are really striving for, perhaps we need to transcend the basic-intermediate-advanced training levels and examine the role-based model of awareness-operations-technician-management/command-planning.  This allows for better targeting of learning outcomes based upon what people need.  Just a thought.

Despite my misgivings, we needed to start somewhere with a jumpstarted EOC training program.  This is a great start and I’m sure as this course gets some exercise, there will be some identification of opportunities to improve and better meet the needs of the variety of audiences out there.  I’m looking forward to seeing the course material sometime in the near future.

New FEMA EOC Training Courses Announced

Last night FEMA issued a NIMS Alert (13-19) announcing the release of some new and revised Emergency Operations Center (EOC) training courses.  These include:

E/L/G 191 – Emergency Operations Center/Incident Command System Interface

IS 2200 – Basic Emergency Operations Center Functions

E/L/G 2300 – Intermediate Emergency Operations Center Functions

This is also including an updated G 402 NIMS Overview for Senior Officials.

FEMA is hosting a series of webinars on these courses next week.  Information can be found at the bottom of this post.

First, a bit of background on the nomenclature, for those who might not be familiar.

  • E-coded courses are those offered ‘in residence’ by FEMA, typically at the Emergency Management Institute (EMI)
  • L-coded courses are those delivered by FEMA at various locations, typically at the request of state and local governments
  • G-coded courses are those able to be delivered by state emergency management offices
  • IS-coded courses are independent study courses available from training.fema.gov

Providing a bit of context to these courses.  First, the E/L/G 191 course.  This course has been in dire need of a re-write for a very long time.  While FEMA/EMI certainly have a challenge of developing courses that are applicable to most jurisdictions, I’ve long found the 191 course to be inadequate for most.  Interestingly enough, I found the content of the new IS 2200 course alone to be far superior to any previous content of the 191 course.  That said, I’m interested in seeing what the redesign has brought for the 191 course, hopefully increasing the utility of this course to participants.

Speaking of the IS 2200 course, I just completed this course on EMI’s Independent Study website.  Overall, I found the course to be solid, addressing all the foundational information needed by stakeholders to understand what an EOC is a does, in general terms, how it might be organized, and what it’s primary tasks are.  The course has heavy reference to NIMS, as expected, and provides several hyperlinks to additional resources of relevant interest.  While the course does reflect much of the EOC content from the updated NIMS document, the materials were thoughtfully organized with a fair amount of supplement and context, examples, and even small scenario-driven activities to support a better understanding of EOCS.  As indicated previous, it has a fair amount of information on the concepts of the ICS/EOC interface, which I think are of significant value to people who are new to the world of EOCs.  The course also stresses the value of emergency operations plans, something that had been missing from ICS courses for years prior to an earlier update.

There are some areas where I find the IS 2200 course to be lacking.  First of all, there were some typos and grammatical errors in the product.  While this might not seem like a big deal to some, quality counts.  Similarly, many of the photos used in the course are recycled from many years back of training and are of poor quality and resolution.  Granted, photos from EOCs are generally not exciting or sexy, but higher quality and updated hair styles do contribute to quality.  The traditional Planning P was referenced quite a bit in the course, with the caveat that the EOC should develop its own planning cycle.  I found this to be a bit lazy and would have liked to see some guidance on an EOC-oriented Planning P.  Lastly, I would have liked to see some material on departmental EOCs (DOCs) as well as the interface between a dispatch/public safety answering point (PSAP) and a local EOC.  Perhaps we will see this latter topic addressed in either the 191 course or the Intermediate EOC course.

E/L/G 2300 is the Intermediate EOC course.  I’m very curious to learn more about this course when I sit in on one of next week’s webinars.  The biggest challenge that FEMA has in this course, as I see it, is that there are several organizational models which can be used by EOCs, including the ICS-based model, the incident support model, the departmental model, and the emergency support function model.  This variety, which I think is good to have to help jurisdictions and agencies manage in the way that is most comfortable for them, does create significant difficulty to teach how, in any significant detail, an EOC should function.  While I would love for this course to dive into the EOC’s planning process and key in on roles and responsibilities of positions similar to the ICS 300 course, I think that detail might need to be reserved for a customized course, which I’ve built for various entities through my career.  That said, I’ll be sure to report out following the webinars on my thoughts on the information we are provided.

EOC Training is Coming from FEMA

Last week I posted an article espousing the lack of emergency operations center (EOC) content in the most recently updated ICS-100 course.  In response to this article, I heard from someone at FEMA’s Emergency Management Institute (EMI) letting me know about two courses which are currently in development, focusing on EOCs.  The first is IS-2200: Basic EOC Functions.  This is being designed as a four-hour online course.  The second is E/L/G-2300: Intermediate EOC Functions.  This course is being designed for a three-day long classroom delivery.  These courses are both expected to release in the spring of 2019.

For those who aren’t familiar with FEMA’s course codes…

IS: Independent Study (web-based delivery)

E: In-resident course, typically delivered at EMI

L: A course delivered on-location by FEMA personnel anywhere around the nation

G: State-delivered courses

Personally, I’m thrilled to get definitive word that courses are being developed and that we have a timeframe for deployment.  I’m a big proponent of the roles EOCs can play in incident management, yet so much of the training conducted for EOC personnel for so many years has been ad-hoc at best.  Hopefully this will further move us toward standardization and common implementation of best practices.

Updated IS-100 Course: Missing the Target

Earlier this week, FEMA’s Emergency Management Institute (EMI) released course materials, including student manual, handouts, instructor guide, and visuals, for the updated IS-100/ICS-100: An Introduction to the Incident Command System.  Note that this update (IS-100.c) has been available online since the summer.  The release of materials, however, included no errata, so absent comparing the previous version to this, I can’t speak specifically to what the changes include, though I’m aware from their release of the online course several months ago that there were adjustments to account for some of the revised content of the third edition of the NIMS doctrine, released in October of last year.

Those familiar with my running commentary for the past few years of ‘ICS Training Sucks’ are aware that much of my wrath was focused on the ICS-300 and ICS-400 courses.  That said, with the release of the third edition of NIMS (my review of the document can be found here), there were some needed additions to incident management fundamentals and my realization that the ICS-100 and ICS-200 courses are ignoring a significant population of professionals in their content.  While ICS itself was largely built for field personnel working within a command (vice coordination) structure, over the years, the prevalence of various forms and types of emergency operations centers (EOCs) has grown significantly.  One of the biggest additions in the most recent version of the NIMS document was, in fact, the inclusion of much more meaningful content on EOCs and their potential organizational models.  While still a minority compared to first responders, there is a significant audience of people taking ICS-100 because of their assignment to a local, county, state, or organizational EOC.  Yet, the ICS-100 materials have scantly more than ONE SLIDE talking about EOCs.

Yes, we do have courses such as the ICS/EOC Interface course and others that dive deeper into EOC operations and how they coordinate with each other and with command structures, but the introduction to all of this is often the ICS-100 course, which all but ignores EOCs and the audiences who primarily serve in them.  In fact, there are many jurisdictions that require EOC personnel to have ICS training (smartly), which starts with the ICS-100 course (why?  Because it’s the best/only thing generally available to them), but I’m sure many people taking the course are a bit confused, as it doesn’t speak at all to their role.  While I feel that ICS training for EOC personnel is important, an introductory course like this should include a bit more on EOCs.

As with my original writing on ICS Training Sucks, I bring this back to the fundamentals of instructional design, which is focused on the AUDIENCE and what THEY NEED TO LEARN.  It’s evident that these fundamentals are being ignored in favor of a quick update, which might change some content but does not improve quality.  Let’s actually look at who are audience groups are and either incorporate them all into the course, or develop another course and curriculum to meet their specific needs (aka EOC-100).  Otherwise, they are simply ignoring the fact that what is currently available is like fitting a square peg into a round hole.  Sure it fills a lot of space, but there are also some significant gaps.

While a number of jurisdictions have identified this need and developed their own EOC training, there are a lot of standards and fundamentals that could be addressed by FEMA in a national curriculum.  This is certainly a missed opportunity, and one that makes many of our responses less than what they should be.

Training EOC First-Timers

If you’ve worked in an EOC, you’ve certainly seen it.  The deer-in-the-headlights stare of an EOC first-timer.  There is so much to take in and a lot going on.  A room full of work stations with people typing, people on the phone, and others talking to each other.  While all these people might be wearing vests or name badges, some are in a shirt and tie, some lost the tie hours ago, some in a polo shirt, and others are in uniforms.  Walls are covered in screens, some showing the news, some weather, and some with a list of information on shelters or road closures.  Where do I sit?  What do I do?  How do I dial an outside line???

Remember, though, we were all once that first-timer, too.

Lucien Canton, one of the most prolific consultants and bloggers in the field of emergency management, just posted a great article in his regular newsletter titled ‘Just in Time Training: Tips for Orienting EOC Newcomers.’.  In it, he lists some great ideas on how we can better prepare for these inevitable first-timers and help ensure they become productive members of the EOC team quickly.  Check it out.  Oh, and if you aren’t subscribed to his newsletter (you should be!), info can be found here.

Training EOC Personnel – ICS is not Enough!

A consistent misconception is that if an emergency operations plan calls for an Emergency Operations Center (EOC) to utilize the Incident Command System (ICS), then EOC personnel only require ICS training to be successful in their jobs.  ICS training, however, only gets personnel part way to success.

Regular readers of my blog know that I am a big advocate of conducting needs assessments.  Often times, agencies don’t know how to conduct a needs assessment, don’t think it’s important enough to conduct one, don’t think that conducting one is necessary, or simply don’t even consider conducting a needs assessment.  The result is creating training or using existing training that does not meet the real needs.  Certainly if an EOC is using the foundations of ICS to define its organizational structure and processes, then ICS training is absolutely important.  Consider, however, the multitude of other processes that take place in an operational EOC that are not included (in whole or in part) in ICS training.  Processes including financial management and procurement, situation reporting, and use of EOC management and resource tracking software are so diverse and can very from jurisdiction to jurisdiction.

The unique application of Multi-Agency Coordination Systems (MACS), an element of the National Incident Management System (NIMS), just like ICS, by each jurisdiction also has to be considered.  While there are numerous best practices in MACS, their interface with ICS – often implemented through an EOC – is influenced significantly by governmental structure, statutory responsibilities, and politics more than can be addressed by any training curriculum. Consider simply the differences between a state EOC, a county EOC, and a local government EOC and their unique roles and needs. For as much standardization NIMS encourages, there will still be different ways of implementing these systems.  In the end, the challenge remains the same – how do we train people to function in EOCs?

First, do conduct that needs assessment.  What do people have to know and what skills must they have to be successful in an EOC?  At this point, I speak foundationally, as additional and more in-depth training can be explored based on position and responsibility.  Certainly ICS – with sufficient detail in positions of the organization and the planning process.    What else do they need to know?  ICS training does not address in detail what an EOC is or does – an important understand for people to have.  What processes must they be familiar with?  What tools or methodologies does the EOC use that must be trained on?  Are there specific organizational elements that require unique interactions with the greater organization (such as emergency support functions <ESFs>)?  Look through your jurisdiction’s EOC Standard Operating Procedures/Guidelines (you do have one, right?) to help you identify some of these needs.

Second, identify how to address these training needs.  ICS organization and the planning process are covered in the ICS-300 course, so that will meet some of your needs.  Unfortunately, since so many of the other needs are unique to your jurisdiction, you will have to build custom training to meet these needs.  Yes, FEMA does have available a course called EOC Management and Operations (IS/G – 775).  While some material in this course may or may help meet your training needs, chances are the course in its entirety will not.  First, it dedicates time discussing ideal facilities for an EOC (not really necessary if you already have such a facility), and second, while it provides an outline for general EOC operations it still won’t address all of your specific needs, although course materials can be used as a resource to inform your instructional design.

Third, build staying power into your training.  Much of what is learned is quickly forgotten, especially when people don’t practice it often.  There are a few strategies to combat this knowledge loss… 1) offer refresher training, 2) conduct regular exercises, 3) create job aids.  ICS is big on job aids – that’s very simply what the ICS forms are.  There are a multitude of additional job aids that you can create for your EOC.  Practically every position and process can have checklists and flow charts which help remind staff of what they need to do and in what order to do it in.
