The Universal Adversary Mindset

Some of you are probably familiar with the concept of the Universal Adversary (UA). From previous Homeland Security Exercise and Evaluation Program (HSEEP) doctrine, UA is “a fictionalized adversary created by compiling known terrorist modifications, doctrine, tactics, techniques, and procedures in live, virtual, and constructive simulations. The UA is based on real realistic threats … providing participants with a realistic, capabilities-based opponent.” UA is often executed by a Red Team, which serves as an exercise-controlled opposing force for participants.

Over the past few years, I’ve heard less and less of the Universal Adversary concept. DHS used to have a UA Program supporting terrorism-based prevention and responses exercises, dating back to the early 2000s, but lately I’ve neither seen or heard anything about the continuation of the program or capability. (can any readers confirm the life or death of this capability?)

Regardless, the concept of UA offers a fair amount of opportunity, not only within the Prevention Mission Area, but across all of exercise design and perhaps other areas of preparedness – yes, even across all hazards. Of course, I recognize the difference between human perpetrators and other hazards, but just stick with me on this journey.

The fact of the matter is that we so often seem to have, as the 9/11 Commission Report made the phrase infamous, a failure of imagination in our preparedness. I’m not saying we need to go wild and crazy, but we do need to think bigger and a bit more creatively – not only in the hazards that threaten us, but also in our strategies to address them.

The UA concept is applied based on a set of known parameters, though even that gives me some concern. In the Prevention world, this means that a Red Team will portray a known force, such as ISIS, based upon real intel and past actions. We all know from seeing mutual fund commercials on TV that past performance does not predict future results. While humans (perpetrators and defenders alike) gravitate toward patterns, these rules can always and at any time be broken. The same can be said for instances of human error or negligence (see the recent and terrible explosion in the Port of Beirut), or in regard to someone who we have a love-hate relationship with… Mother Nature. We need to be ever vigilant of something different occurring.

There is the ever-prolific debate of scenario-based preparedness vs capability-based preparedness. In my opinion, both are wrong and both are right. The two aren’t and shouldn’t be set against each other as if they can’t coexist. That’s one mindset we need to move away from as we venture further into this. We need to continue with thinking about credible worst-case scenarios, which will still be informed by previous occurrences of a hazard, where applicable, but we need to keep our minds open and thinking creatively. Fundamentally, as the UA concept exists to foil and outthink exercise participants, we need to challenge and outthink ourselves across all areas of preparedness and all hazards.

A great example of how we were foiled, yet again, by our traditional thinking is the current Coronavirus pandemic. Practically every pandemic response plan I’ve read got it wrong. Why? Because most pandemic plans were based upon established guidance which emergency managers, public health officials, and the like got in line and followed to the letter, most without thinking twice about it. I’m not being critical of experts who tried to predict the next pandemic – they fell into the same trap most of us do in a hazard analysis – but the guidance for many years has remained fairly rigid. That said, I think the pandemic plans that exist shouldn’t be sent through the shredder completely. The scenarios those plans were based upon are still potentially valid, but Coronavirus, unfortunately, started playing the game in another ball field. We should have been able to anticipate that – especially after the 2003 SARS outbreak, which we pretty much walked away from with ignorant bliss.

It’s not to say that we can anticipate everything and anything thrown at us, but a bit of creativity can go a long way. Re-think and re-frame your hazards. Find a thread and pull it; see where it leads you. Be a little paranoid. Loosen up a bit. Brainstorm. Freeform. Improv. Have a hazard analysis party! (I come darn close to suggesting an adult beverage – take that as you will). We can apply the same concepts when designing exercises. Consider that in the world of natural hazards, Mother Nature is a Universal Adversary. Any time we hope to have out-thought her, she proves us wrong, and with considerable embarrassment. We also try to out-think the oft stupidity and negligence of our fellow humans… clearly, we’ve not been able to crack that nut yet.

“Think smarter, not harder” is such an easy thing to say, but difficult, often times, to do. So much of what we do in emergency management is based on traditional practices, most of which have valid roots, but so often we seem reluctant to think beyond those practices. When the media reports that a disaster was unexpected, why the hell wasn’t it expected? Consider that many of our worst disasters are the ones we never thought of. Challenge yourself. Challenge others. It is not in the best interests of this profession or for the people we serve to stay stuck in the same modes of thinking. Be progressive. Break the mold. Do better.

Finding Local Hazard Information

Among all the information shared across the internet, something that would be of great assistance to many stakeholders is local hazard information.  It surprises me how inaccessible this information is.  Typically, in most places around the US, ‘local’ will mean a city, village, or town, and depending on the structure of government in the state, counties (or other similar governmental units) may also be considered local.  Specific to this discussion, I’m referencing the most local level of government which has an emergency management function.

So often, we advise businesses and organizations to work with their local emergency managers on preparedness initiatives, yet necessary information lacks in availability or accessibility.  One of the foundational elements of information for all emergency management activities is a hazard analysis.  While every organization should conduct their own to ensure that their own hazards are identified and analyzed, an informed hazard analysis will consider information from other sources.  What better source, we would assume, than the hazard analysis conducted at the most local level of government possible?  Sadly, this information is not often regularly available.

Many governments who conduct comprehensive emergency management activities post plans on their websites, which is a good start.  Often these are hazard mitigation plans and sometimes even emergency operations plans (EOPs).  Both of these plans, if well written, should include hazard analysis information.  Typically, if EOPs include this information, it’s a very brief summary, perhaps only a small chart or table.  Hazard mitigation plans are really centered on a comprehensive hazard analysis, but as I’ve written before, most hazard mitigation plans are not truly ‘all hazard’.  Most commonly, hazard mitigation plans only address and examine natural hazards and some human-caused incidents such as dam failures or hazardous materials incidents.  Because so much effort goes into the hazard analysis conducted for a hazard mitigation plan, many jurisdictions will then only reference this hazard analysis in their preparedness activities, such as developing EOPs.  Fundamentally, this then means that many jurisdictions are not properly preparing for other threats, such as an active shooter/hostile event response (ASHER) incident.

So there are really two issues here, one being that of making information readily available, the other is ensuring quality of information.  Ideally, I’d like to see jurisdictions post hazard analysis information on their websites.  People working for organizations or businesses who are less familiar with emergency management aren’t likely to read through a hazard mitigation plan to find this information.  A stand-alone document with a reasonable summary of this information can easily be provided.  Aside from organizations and businesses, such a practice would also make this information more accessible to the general public.  With so much time and effort spent on telling people they need to prepare, perhaps we should make the information more accessible which tells them what they need to prepare for?

An Updated Comprehensive Preparedness Guide 201 (THIRA/SPR)

In late May, FEMA/DHS released an updated version of Comprehensive Preparedness Guide (CPG) 201.  For those not familiar, CPG 201 is designed to guide communities and organizations through the process of the Threat and Hazard Identification and Risk Assessment (THIRA).  This is the third edition of a document that was originally released in April 2012.  This third edition integrates the Stakeholder Preparedness Review (SPR) into the process.  Note that ‘SPR’ has commonly been an acronym for State Preparedness Report, which is also associated with the THIRA.  The goal of the Stakeholder Preparedness Review appears to be fundamentally similar to that of the State Preparedness Report which some of you may be familiar with.

First of all, a few noted changes in the THIRA portion of CPG 201.  First, FEMA now recommends that communities complete the THIRA every three years instead of annually.  Given the complexity and depth of a properly executed THIRA, this makes much more sense and I fully applaud this change.  Over the past several years many jurisdictions have watered down the process because it was so time consuming, with many THIRAs completed being more of an update to the previous year’s than really being a new independent assessment.  While it’s always good to reflect on the progress relative to the previous year, it’s human nature to get stuck in the box created by your reference material, so I think the annual assessment also stagnated progress in many areas.

The other big change to the THIRA process is elimination of the fourth step (Apply Results).  Along with some other streamlining of activities within the THIRA process, the application of results has been extended into the SPR process.  The goal of the SPR is to assess the community’s capability levels based on the capability targets identified in the THIRA.  Despite the THIRA being changed to a three-year cycle, CPG 201 states that the SPR should be conducted annually.  Since capabilities are more prone to change (often through deliberate activities of communities) this absolutely makes sense. The SPR process centers on three main activities, all informed by the THIRA:

  1. Assess Capabilities
  2. Identify and Address Gaps
  3. Describe Impacts and Funding Sources

The assessment of capabilities is intended to be a legacy function, with the first assessment establishing a baseline, which is then continually reflected on in subsequent years.  The capability assessment contributes to needs identification for a community, which is then further analyzed for the impacts of that change in capability and the identification of funding sources to sustain or improve capabilities, as needed.

An aspect of this new document which I’m excited about is that the POETE analysis is finally firmly established in doctrine.  If you aren’t familiar with the POETE analysis, you can find a few articles I’ve written on it here.  POETE is reflected on several times in the SPR process.

So who should be doing this?   The document references all the usual suspects: state, local, tribal, territorial, and UASI jurisdictions.  I think it’s great that everyone is being encouraged to do this, but we also need to identify who must do it.  Traditionally, the state preparedness report was required of states, territories, and UASIs as the initial recipients of Homeland Security Grant Program (HSGP) sub-grants.  In 2018, recipients of Tribal Homeland Security Grant Program funds will be required to complete this as well.  While other jurisdictions seem to be encouraged to use the processes of CPG 201, they aren’t being empowered to do so.

Here lies my biggest criticism…  as stated earlier, the THIRA and SPR processes are quite in-depth and the guidance provided in CPG 201 is supported by an assessment tool designed by FEMA for these purposes.  The CPG 201 website unfortunately does not include the tool, nor does CPG 201 itself even make direct reference to it.  There are vague indirect references, seeming to indicate what kind of data can be used in certain steps, but never actually stating that a tool is available.  The tool, called the Universal Reporting Tool, provides structure to the great deal of information being collected and analyzed through these processes.  Refined over the past several years as the THIRA/SPR process has evolved, the Universal Reporting Tool is a great way to complete this.  As part of the State Preparedness Report, the completed tool was submitted to the FEMA regional office who would provide feedback and submit it to HQ to contribute to the National Preparedness Report.  But what of the jurisdictions who are not required to do this and wish to do this of their own accord?  It doesn’t seem to be discouraged, as jurisdictions can request a copy from FEMA-SPR@fema.dhs.gov, but it seems that as a best practice, as well as a companion to CPG 201, the tool should be directly available on the FEMA website.  That said, if the THIRA/SPR is being conducted by a jurisdiction not required to do so, the tool would then not be required – although it would help.

Overall, I’m very happy with this evolution of CPG 201.  It’s clear that FEMA is paying attention to feedback received on the process to streamline it as best they can, while maximizing the utility of the data derived from the analysis.  A completed THIRA/SPR is an excellent foundation for planning and grant funding requests, and can inform training needs assessments and exercise program management (it should be used as a direct reference to development of a Training and Exercise Plan).

Capability Prioritization

The THIRA (Threat and Hazard Identification and Risk Assessment) process is the most comprehensive hazard analysis in emergency management and homeland security.  It provides more information than the traditional hazard analysis by examining each hazard through the lens of each of the 31 Core Capabilities which have been specifically defined by the stakeholders of the jurisdiction.  The end result of the THIRA is a snapshot of the hazards a jurisdiction faces and the identification of what is needed to handle that hazard within each of the five mission areas (Prevention, Protection, Response, Recovery, and Mitigation).  It can be a complex process, but well worth the investment of time for a jurisdiction.  More, however, can be learned and the THIRA should inform more than just your plans.

For states and UASIs (Urban Area Security Initiative jurisdictions), the process continues in the form of the SPR (State Preparedness Report).  The SPR uses the THIRA data and applies a POETE (Planning, Organizing, Equipping, Training, and Exercising) analysis to each capability.  The POETE analysis drills deeper into each capability, allowing the jurisdiction to better understand their strengths and weaknesses within each capability.  This is extremely valuable information and clearly there are benefits to more than just states and UASIs conducting a POETE analysis.  The SPR process also prompts jurisdictions to assign a priority to each capability – High, Medium, or Low.  All in all, this provides a depth of data, but what does it all mean?

While the SPR process expands on the THIRA foundation by prompting a more in-depth analysis of each capability, the end result is a multitude of data points.  Taken individually, a jurisdiction can examine details of a specific capability, but further analysis needs to be undertaken to see the big picture.  Many jurisdictions rate quite a few of the 31 Core Capabilities as a High priority.  So what do you focus on?  If everything is a priority then nothing is a priority!

Deliberate Planning – Strategic Planning and Business Continuity

Many organizations put forth extraordinary effort to develop strategic plans to give concerted organization-wide direction to the organization for the coming 3-5 years.  Like many of my readers, I have been part of several strategic planning efforts in different organizations, sometimes helping to lead the way.  There is a great deal of value to strategic planning as it helps not only refine the organization’s vision, but also develops objectives to help it get there while (ideally) bringing the entire organization on board – from finance, to HR, to operations, and facilities – everyone is facing in the same direction and striving to accomplish the same goals.  Just as strategic planning should not be performed in a vacuum, business continuity planning should not either.  Just as strategic planning engaged the whole organization, as should business continuity planning.

If the efforts of strategic planning and business continuity planning have such foundational similarities, why not bring the two together?  As the goals of these two efforts are distinctly different we certainly can’t merge the efforts, but the overlaps provide for easily exploitable opportunities within the organization.  How?

First, make business continuity and resilience a goal of your strategic plan.  What does this do for the organization?  Just like the other goals identified in strategic planning, it provides a documented leadership-driven purpose which will engage the whole organization.  Every business unit in an organization has a stake in business continuity.  Just with other goals within your strategic plan, the specific actions will be identified through objectives – be it a start to your business continuity program or a continuation and improvement thereof.  As mentioned in previous posts, business owners and managers put forth a great deal of effort to build and expand their businesses, but we also need plans to stay in business in the event of a disaster.

Second, once the strategic plan is completed, you now have a group of people from across the organization who now hopefully work well together – engage them!  Turn your strategic planning committee into your business continuity committee.  Good strategic planning provides for someone (ideally the planning group) to monitor the implementation of the strategic plan.  This takes minimal time compared to developing the strategic plan, allowing for this group – who has already worked together for some time and has gone through the group dynamics of forming, storming, norming, and performing – to focus on another task.  Why pull together another group of different people?  It’s a waste of time and the team will lag in performance.  Simply reengage them and change their focus.  This group is a great asset who has already proven they can represent their business units while still having an organization-wide perspective.

Third, mine data from the strategic planning process to support business continuity.  A thorough strategic planning process has examined the organization from many angles and perspective – particularly through a SWOT analysis (strengths, weaknesses, opportunities, and threats).  While a SWOT analysis is performed from a business standpoint, much of the data obtained and derived from this analysis can inform both your hazard analysis and the identification of mission essential functions – these are the things which you MUST DO to stay in business and to minimize the greatest losses.

Lastly, continue the relationship between strategic planning and business continuity.  Both work in a cycle of continuous improvement and those cycles obviously intersect – not just at one point but potentially at multiple junctures; an important consideration of a business continuity program is the impact which disasters may have not only on current business operations but also on planned business initiatives.  This shared knowledge and insight between two planning efforts conducted within one group is invaluable.  As strategic planning continues, new objectives for the business continuity program should be included while resiliency opportunities identified through the business continuity program should inform the strategic plan helping the organization overall to become more resilient and sustainable.

Don’t Just Prepare for Disasters Passed

As mentioned in an earlier post, I’ve been reading Rumsfeld’s Rules, a bit of a memoir by former Congressman, Secretary of Defense (twice over), and CEO Donald Rumsfeld.  Much of the book is highlighted by quotes which have influenced him in various stages of his life.  One of his anecdotes references the Maginot Line, a multi-layered defensive system created by the French after World War I along their border with Germany, intended to protect France from any future invasion from Germany.  The Maginot Line would have proven a rather effective defense, had Germany used similar strategies in World War II as they had in World War I.  Obviously the Nazis were quite successful in their invasion of France, quickly conquering and occupying the nation.  The difference was that the Nazis were fighting a new war, whereas France was preparing to fight the last war – which is the quote Rumsfeld references with this anecdote.

What can we learn from this in emergency management and homeland security?  It can’t possibly apply to us, can it?  Obviously we base many of our plans and preparations on disasters of the past.  We have an in-depth trove of information from sources like LLIS which allow us to learn from past disasters.  Much of our hazard analysis is based upon what occurred in the past.  We study past disasters, examining them from inception through recovery, arm-chair quarterbacking all facets of response – from command, to organization, to logistics.  From this we learn what practices to embrace and what needs to be improved upon.  Since we’re quoting, it was Benjamin Franklin who said “Experience the best teacher.”

To the contrary, we have a rather prolific saying in emergency management that no two disasters are alike.  So why all this effort to examine the past?  There is a lot to be learned from the past.  As previously mentioned, we spend a lot of time and effort examining earlier disasters so we can learn from them.  While every disaster is different, there are also many commonalities – all of which we can better prepare for.  The past also puts disasters and their magnitude in context for us.  We can’t be stuck in the past, however.  While the next disaster may have similarities to one passed, there will be differences.  It is our job and our responsibility to predict to the greatest extent of our efforts what the impacts will be of future disasters, as well as the hazards they will stem from.  Yes we must learn from the past, but we must always look to the future.

How do we look into the future?  Reconvene your planning groups and discuss this new context.  Engage members to continually reassess what is changing – in the climate, the geography and landscape, and the new or changed technological hazards in our areas.  We must look beyond our borders both literally and figuratively as I outlined in a previous post, and consider all possibilities.  Use exercises which introduce scenarios new to us instead of those based upon disasters of the past to help us contextualize this and better prepare.

My challenge to you – Take an honest look at your plans, policies, procedures, and training – are you preparing to fight the last war or the next one?

The POETE Analysis – Emergency Planning and Beyond

POETE stands for Planning, Organizing, Equipping, Training, and Exercising. These are the five elements that each jurisdiction should be examining their own capabilities by. By examining their capabilities through each of these elements, a jurisdiction can better define their strengths and areas for improvement.

The POETE analysis, often completed as part of a THIRA (Threat and Hazard Identification and Risk Assessment) is actually a component of the State Preparedness Report (SPR), which incorporates THIRA data into this annual submission. When properly conducted, a POETE analysis will examine a jurisdiction’s capability targets. These capability targets, through the THIRA process, are individually defined by each jurisdiction, based upon the capability definitions of each of the 31 Core Capabilities. The Core Capabilities were identified in the National Preparedness Goal and are an evolution of the legacy Target Capabilities. Gone are the days when many jurisdictions struggled with the definitions of the Target Capabilities and trying to determine how they applied to jurisdictions large and small across the nation. The new Core Capabilities are divided amongst five mission areas – Prevention, Protection, Response, Recovery, and Mitigation. By referencing Core Capabilities in our preparedness efforts, we have a consistent definition of each area of practice.

When a jurisdiction’s stakeholders conduct a POETE analysis, each element is rated on a scale of 1 to 5 – a rating of 5 indicating that the jurisdiction has all the resources needed and has accomplished all activities necessary for that element within that capability area. Using the Core Capability of Fatality Management as an example the jurisdiction will identify a desired outcome and from that a capability target. CPG-201, the guidance published by DHS/FEMA for conducting a THIRA, outlines this process in detail and provides the following capability target for illustrative purposes:

“During the first 72 hours of an incident, conduct operations to recover 375 fatalities.”

The jurisdiction will examine their efforts and resources for each POETE element for this capability target. Below are thoughts on what could be considered for each element:

Planning: What is the state of their plans for mass fatality management? Do they have a plan? Is it up to date? Does it address best practices?

Organizing: Are all stakeholders on board with mass fatality preparedness efforts? Is there a member of the community yet to be engaged? Are lines of authority during a mass fatality incident clear?

Equipping: Does the jurisdiction have the equipment and supplies available to handle the needs of a mass fatality incident? Are MOUs and contracts in place?

Training: Do responders and stakeholders train regularly on the tasks associated with managing a mass fatality incident? Is training up to date? Is training conducted at the appropriate level?

Exercising: Have exercises been conducted recently to test the plans and familiarize stakeholders with plans and equipment? Has the jurisdiction conducted discussion-based and operations-based exercises? Have identified areas for improvement been addressed?

The jurisdiction’s responses to these questions and the subsequent ratings provided for each POETE element will help them identify areas for improvement which will contribute to the overall capability. From personal experience, I can tell you that the discussions that take place amongst stakeholders which reveal both the efforts applied for each element as well as the frustrations and barriers to progress for each are generally quite productive and great information sharing sessions. It is important to capture as many of the factual elements of this discussion as possible as they add context to the numerical value assigned. Having the right people participating in the effort is critical to ensuring that inputs are accurate and relevant.

Once the POETE analysis is completed, what’s next? As mentioned earlier, the POETE analysis is actually a required component of the annual State Preparedness Report, which must be submitted to FEMA/DHS by each state and territory. Ideally, the results of the POETE analysis should be translated from raw data (numbers) to a narrative, explaining the progress and accomplishments as well as future efforts and barriers; in other words, the ratings should be factually explained and these explanations should feed an actionable strategic plan. The priority rating inherent in the THIRA process will help establish relative priority for each Core Capability within the strategic plan. While this is a requirement for states and territories, a comprehensive strategic plan for any emergency management and homeland security program at any jurisdictional level is obviously beneficial and would reflect positively in an EMAP accreditation.

POETE elements should be incorporated into other emergency management activities as well. When needs are identified and defined based upon Core Capabilities, these should be outlined in the jurisdiction’s multi-year Training and Exercise Plan, which should serve as a guiding document for many preparedness activities. The focus that a POETE analysis provides for each Core Capability can help identify training objectives which can help maintain and improve capability

Consider integrating them into your evaluation of exercises. While the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine makes no mention of POETE, much of HSEEP is based upon capabilities. With a POETE analysis being an integral component of measuring our progress toward a capability, I would suggest including it into exercise evaluations. POETE elements can be included in Exercise Evaluation Guides (EEGs) to capture evaluator observations and should be outlined in the After Action Report (AAR) itself for each observation – giving suggestions for improvements based upon each POETE element. Consider how you could incorporate the POETE elements into an AAR as an outline identifying areas for improvement for the EOC management activities of the Operational Coordination Core Capability. As an example:

Planning: The jurisdiction should update the EOC management plan to incorporate all critical processes. Job aids should be created to assist EOC staff in their duties.

Organizing: Lines of authority were not clear to exercise participants in the EOC. Tasks were assigned to agencies but status of tasks was not effectively monitored.

Equipping: There were not enough computers for participating agencies. EOC management software did not facilitate tracking of resources.

Training: EOC agency representatives were not all trained in the use of EOC management software, creating delays in action and missed assignments. The EOC Manager and Planning Section Chief were well versed in the Planning Process and used it well to facilitate the Planning Process.

Exercising: Isolated drills should be conducted to test notification systems on a regular basis. Discussion based exercises will assist in identifying policy issues associated with suspension of laws and their impact on EOC operations.

The POETE analysis is a process which can help us identify strengths and areas for improvement within our emergency management and homeland security programs. While the POETE analysis can be time consuming, the information gathered for each Core Capability is valuable to any preparedness effort. Hazard Analysis – Looking Beyond Your Borders

In the radiological emergency preparedness niche field of emergency management we conduct a lot of preparedness activities for a hazard which may not even be within our jurisdiction.  The emergency planning zone (EPZ) for a nuclear power plant often times transcends multiple towns, cities, villages, counties, and even state lines.  While I have some issues with the effectiveness and implementation of radiological emergency planning, they at least address the reality of the hazard crossing the artificial borders we humans have established.  For other hazards, this premise usually does not hold true.

In January of this year a chemical leaked from a storage tank at a coal processing facility in Charleston, West Virginia.  This chemical leaked into the Elk River and both directly and indirectly impacted hundreds of thousands of citizens, businesses, and governments requiring evacuations and preventing water use for several weeks. The DHS Lessons Learned Information Sharing (LLIS) website has posted a brief by The Joint Commission on this incident with specific citations on the impacts to area hospitals, mostly through contracted laundry services.

In the private sector, we often encourages businesses to examine the vulnerabilities of suppliers and distributors as part of their hazard vulnerability analysis (HVA) and business impact assessment (BIA).  This is not something often considered by governments.  For example, in my town, there is only one very small gas station, so due their limited hours (fuel is not available 24/7) government services and the town’s contracted fire company must leave the town for fuel.  That is a significant dependency on a supplier outside the jurisdiction.  I’ve sure there are many other suppliers used by the town which lie outside their borders.  Additionally, what are the potential impacts of an incident that occurs in a neighboring jurisdiction?  Such an incident could either directly impact you, such as a chemical plume entering your jurisdiction; or would require your jurisdiction to address sheltering, traffic, or mutual aid needs.

I would suggest, as part of the hazard analysis phase of your planning process, that you obtain copies of the hazard analysis of neighboring jurisdictions.  The hazards they indicate may be quite eye-opening to you and may require you to better prepare for a hazard beyond your borders.

Are you Planning for All Hazards?

While I’m amazed by the number of jurisdictions and businesses that don’t have any emergency plans at all, I’m almost nearly amazed by those who only have isolated, single hazard plans. I’ve seen plenty of entities with only fire plans or flood plans.

How does this happen? Many small towns may ask their local fire chief to write an emergency plan for the town – this plan often times outlines the fire response structure but ignores other hazards. Sometimes this myopic view of planning takes place because of a focus or near panic over one particular hazard. These situations are generally not the fault of the people who wrote them. Just because someone is in public safety doesn’t mean they know every facet of it. Emergency planning is as much of a niche as pump operations in the fire service or special tactics in law enforcement. It requires a certain set of knowledge, skills, and experience to be successful and effective.

While it’s logical that a larger jurisdiction will have a more complex emergency plan than a smaller jurisdiction, there are still foundational elements that are common to all. Perhaps the most critical of these is the necessity to plan for all hazards. All hazards planning, if you’re not familiar with the concept, is a process beginning with the identification of the hazards which can impact a community, the impacts associated with each hazard (also known as vulnerability), and the probability of each hazard impacting the community (also known as risk). This is called a Hazard Vulnerability Analysis (HVA). By rating the vulnerability and risk factors for each hazard, a fairly simple algorithm can be used to provide an overall ranking for each hazard. Additional information, such as the availability of resources to respond to each hazard can be included as well.

Obviously there is a lot of context that needs to go into such an assessment, which is best conducted by a planning team to gain the most amount of input. Comprehensive Preparedness Guide (CPG) 101, published by FEMA/DHS, provides much more information on the planning process as a whole. Historical disaster information should be referenced, but not to the extent of outweighing other inputs. Fluctuations over time in population, topography and development, and climate change are all leading to, as the investment world states it, historical information not necessarily being indicative of future performance.

Scientific data should also be examined, such as flood maps and wild fire risk. Communities should be sure to reference information on hazardous materials, which is required reporting by industry per the Emergency Planning and Community Right to Know Act of 1986 (also known as SARA Title III). Once you have identified and ranked all the hazards, you know what ones to focus on. Perhaps it is the top 8, or maybe the top 12 that indicate a high enough vulnerability and/or high enough risk to incorporate into your planning efforts. Once these are identified, you continue through the CPG 101 planning process to create a comprehensive plan. A comprehensive plan incorporates all elements needed to address the responses to these incidents. Given that the majority of responses are largely similar, regardless of the hazard, one concept of operations will address this in the plan. Separate plans, written as annexes or appendices, then can be created for hazards with very specific issues, such as a pandemic, or to address specific functions, such as evacuation and sheltering.

Is it possible to anticipate every disaster that could possible impact your community? Can your community possibly predict being trampled by a giant man of marshmallow or having busses tossed aside by fire breathing dinosaurs from Japan? No? Then don’t spend much time on these things. Be realistic. That said, a Comprehensive Emergency Management Plan (CEMP) – which is a plan that considers all hazards, all resources, and the whole community – can even help account for hazards you didn’t identify. Do you think Chelyabinsk, Russia had a plan for meteor strikes? Not likely. However, consider how the components of a CEMP could have addressed critical areas of response: mass casualty, search and rescue, debris management, sheltering.

I recall a number of years ago, prior to the 2013 occurrence in Chelyabinsk, where there was a bit of media frenzy over near earth objects (NEOs) such as meteors. The public information officer (PIO) for the state’s emergency management agency received a call from a media outlet inquiring if the state had a plan for meteor strike. The PIO answered ‘yes’, qualifying that with a statement about the value of comprehensive planning. Was there a specific plan for meteor strikes? No. The likelihood is so slim that it’s not worth putting effort toward (although I’m sure someone has). Does the CEMP cover all the necessary response components? Absolutely.
