Continued failures of a great organization, which I’ve written about in the past. Hopefully they see the writing on the wall.

The Contrarian Emergency Manager 
The problem is not the volunteers, although they may need updated training and supplies. The problem seems to lie with the leadership, or lack of it. An organization is only as good as its people who lead it.
